Deaf and hard-of-hearing individuals can legally drive in all 50 U.S. states, as well as in the vast majority of countries worldwide. No federal or state law in the United States prohibits deaf people from obtaining a driver's license. In fact, the Americans with Disabilities Act protects the rights of deaf individuals to obtain licenses without discrimination, and the National Association of the Deaf has successfully challenged any state-level attempts to impose additional restrictions based on hearing status alone.

Research consistently shows that deaf drivers are not statistically more likely to be involved in accidents than hearing drivers. Deaf individuals often compensate for their lack of hearing by relying more heavily on visual attentiveness, including greater use of mirrors and peripheral vision awareness, which are the primary senses used for safe driving. Modern vehicles are also designed to be operated safely without reliance on auditory cues alone, since visual signals like dashboard warning lights, mirrors, and traffic signs provide the essential information drivers need.

A common misconception is that hearing sirens or horns is essential for safe driving, but visual cues from flashing lights and other drivers' behavior typically alert drivers to emergency vehicles or hazards well before or independently of sound. Some countries may require hearing aids or specific mirror adaptations, but these are accommodations rather than outright bans. Deaf driving communities and advocacy organizations have long emphasized that hearing loss does not equate to an inability to drive safely, and licensing agencies evaluate applicants based on comprehensive vision and cognitive assessments rather than hearing ability.
